I suspect COE will divest to Dragon before then - at best this saves the additional cost pf ST-2 to both JKA and COE. At worst, they secure a another drill rig at better cost and prove up the play.
The timeframe provides more negotiating time and seems to fit within COE's comments about releasing more information to the market before year end about the future of the Tunisia prospect
