Hanging at 23

I thought we would drop below 23 by now, there has been no word from WGL of any worth. (Childish responses not counted WGL) This may be as low as we go hopefully. I have averaged down a few times now and will not buy any more. 23 is a great price to buy in though, IMO. Strategically, when averaged down is it better to consider the new,averaged price as a start to profit, or, should I consider each seperate purchase as a separate investment and recoup losses on the way up.
That sounds confusing, anyhow, any ideas, (not taken as advice)
