Such irresponsible parents absolutely should be threatened, because not vaccinating their child reduces the community's herd immunity, which puts every child they come into contact with in danger. If they want to indulge their conspiracy theories and abuse their poor kids while they're at it, they should a least be required to keep them away from others.
