I am more confused with this situation in south east Asia, why to waste precious time and energy on already saturated and risky markets.
Why not central Europe, it's simple and nicely regulated.
Let's say Poland, without too much competition, and market with 37m is bigger than Aus&NZ together.

When it comes to China,
There is not enough informations to be sure what's going on.
In my opinion, there is no other way for foreign company to enter local, heavy regulated market.

With this move they will test and enter market.
Maybe bypass some rules and regulations.
Eventually they will take over.
Nothing to worry about.
Actually, this is very good news!
