remember it's a rights issue, so you will get 1 share for 3 you own at 6 cents if you subscribe, end of story. Non holders won't get access to a single share this way.
There is always some kind of rights uptake shortfall of about 25% basically because people forget to lodge or they have no spare cash etc. A shortfall of below 25% is seen as extremely successful, so the underwriters (Sommers) will definitely get some stock for themselves and their clients, but if below 25% shortfall that will be a very bullish sign indeed.
