I actually see the UK being the first mass adopter of the CFU technology. At the moment, they are going through a period of shutting down Nuclear Power stations and coal fired plants. The UK government is having real problems building new Nuclear plants and there is quite a bit of public opposition to new coal plants, plus they are pushing very hard to comply with Kyoto. There are BBC reports showing the extent of the UK's shutdown of power stations.
Add to this, they are setting up LNG terminals and pipelines from Norway. Plus, they don't have a massive manufacturing base anymore, so not a huge "baseload" demand. I could really see CFU's technology being rolled out on a wide scale as it doesn't take up land space (a premium in the UK) and saves the need to build new nuclear stations - which are slow to roll out.
