Given that the market maker (in this case Macquarie) is usually sitting as the first buyer and seller on the warrant, the most likely reason for only 3 million being released is the fact that the gamboling (sic) public has only purchased a net 3 million warrants from them.
If you want more, all you have to do is put in a buy at the then-current seller price. I am sure Macquarie will be happy to deal with you.
