just my opinion based on talking to locals, some countries (UK, Australia, etc.) have an independent judiciary others appoint judges as a political appointment by the PM/Sultan/King, some of said judges lead enquiries. The TOL should get approval, the government made the decision to allow Lynas in on business grounds.

The present 6th PM of Malaysia (from 2008 and he is also Finance Minister) plans to be around for some time and his legacy has already commenced 8th October 2010:

The Razak School of government website describes a much different Malaysia from a decade ago, the current PM is certainly popular with good PR, however, business is business.

The country doesn't stop when its Ramadan, Chinese and Indian employees usually cover for Muslim ones (60% of population) and there are many other religious holidays. The Ramadan period and Raya lead up to Merdeka Day (Independence day from us Brits)on 31st August and many national flags have been appearing in increasing numbers over the last week to show unity and celebrate the occasion(1Malaysia is the aim).

As for my entry price into LYC, once a 61.8% (fib retracement) has been passed a full 100% retrace is likely, meaning 50c odd, but I'll start buying at the major support 63c and below if lucky enough. Just my entry guess, dyor, etc.
