Well they should. Biden's post Covid recovery did inject money into infrastructure and other needed areas but that time has passed.
They need to reduce the cost of doing business in the US starting with putting some sort of limit on legal damages. Ridiculous legal costs permiate into everything including healthcare..... making everything less affordable.
As I see it, taking the barriers down is the best way to outrun China ...... and to actually dangle a carrot to China.
