Thing is......there are no oil shortages......though America has seemingly created them for themselves
......and contrary to your copy & paste assertion (to which I totally agree) that it is for emergency / time of war use......it seems they are actually using it now to try and improve devastating economy / inflation figures leading up to the election......go figure
