These types of policies are often thrown out there and bandied about, pretty sure it's been on the table here in Australia. I'm yet to here of it being introduced anywhere(happy to be wrong) because it's messy, creates more problems then it solves and it largely unpopular. It's certainly not something I'd support.

Let me know when it gets passed by the House and Senate.
