Save the 350 billion for nuke subs and just build a couple of long range nukes then do what North Korea, Pakistan, Iran ect ect do.
Hold the world hostage when you feel like it.
The reality is its the only way to guarantee your safety.
An example is Ukraine. When the wall came down Ukraine did a deal with UK, USA and Russia to protect it from invading forces and in return they gave up the 80% of Russian nukes that were in Ukraine.
I bet they wished they kept a half dozen now........
