hartley's clue?

I have just had another look at the Hartley's report which includes this paragraph:

"We are expecting completion of Definitive Feasibility in early May, which will likely be followed by a decision to mine and then completion of financing arrangements (we have modelled 60% debt, although this may be conservative)"

Note that they do NOT say that the DFS will be followed by an ANNOUNCEMENT on decision to mine. They actually say that the DFS is "likely be followed by a decision to mine".

Similarly, rather than saying '..and then an ANNOUNCEMENT on financing arrangements', they say "completion of financing arrangements".

The differences may be subtle - but they are significant, imo.

It looks to me that PEN's briefing of Hartley has touched on the DFS being positive as well as the financing arrangements only 'awaiting completion'.

While Hartleys is unable to directly confirm such developments until they are officially announced by PEN, I think they have more or less 'confirmed' them, albeit in a subtle way.
