Why would they borrow money to partly fund a restart when the Zn price is going backwards and more development needs to be done ? You would only borrow it if the ZN price was higher and they were making making enough to fix up the Zn plant, continue exploration and get the Hillgrove off the ground.
IMO the $10m is a working capital back stop(Cash flow loan) for the Zn business. This is why I was so glad when it came out as it significantly reduces risk..
Im thinking they need between $10-$20m otherwise Hillgrove will pull RVR into the abyss
