Yea, I don't think the US/Russia have many nukes left that could be made into fuel.
I think someone who was pulling the strings caused the original bust and crash in the uranium bubble, throwing a huge amount of government nuclear fuel from weapons onto the market in around april 07, when the U308 price topped around US$138/lb.
If it weren't for that last roll of the dice the U price would probably still be alot higher than atm. I think opening the U308 futures market was also a main factor for the U turning point.

I don't think there would be any limiting factors that could occur anymore to keep the U3O8 price down, except perhaps BHP expanding Olympic Dam alot.
