Hartley's were involved in the last CR. No doubt they'd love a piece of the development financing, but it isn't needed. The existing MOU with NFC contemplates construction covered with 70% debt and 20% project stake on some NPV multiple. Conceivably the 20% project stake can cover the remaining 30% development cost, with sufficient working capital for a few years. Latest info is they're considering even higher levels of funding from NFC- quarterly report.
Hartley's predictions of billions of new shares in their report are just wishful thinking.
Any further CR will not be forced and at a much higher price.
