This is very incorrect. The issues with criminal culture in Amsterdam is directly related to the regulations around recreational use within the Netherlands. It is illegal to grow or sell marijuana anywhere in the Netherlands. The only exception to this is the sale of small quantities via coffee shops in a specified area.
The coffee shops are only allowed to hold a small amount at a time (cant remember the number but it is a few oz). Runners and illegal growers still have to supply this market which creates the criminal element. As for the sale of other illicit drugs I think you might find that it concentrated around high night life and tourist areas in every city around the world.
