Yes those are pretty much the reasons I bought in at these prices.

Also rising prices of Base Metals make large infrasctructure changes even more unaffordable, especially with weak currencies and low GDP's

If JPN and Europe can let the consumers make the investment in de-centralised power distribution it can knock a serious percentage of their 1 trillion utility upgrades. - would be nice to see Gov. subsidising end users or reducing tax on units

That and the Gas glut from USG, Shale and desperate Oil exploration - is keeping gas prices low, even while power bills are going up.

Not betting the farm, but some exposure at these prices looks pretty good.
