I'm pretty sure I've seen BLR are planning or considering onsite milling in their own facility, but having a new mill nearby gives them options I guess. Plus the fact that the state is allowing a new mill, exploration, mines and the country is starting to build new power plants you'd have to assume that the authorities are going to be cooperative.
