Maybe he has less shares than the required amount to be offered any extras?
My guess would be if he holds less than 15877 LTR shares he wouldn't be offered any extras as this amount would entitle you to buy an extra 500 shares so anything less is below 500 so maybe not offered?
I'm only guessing at the cut off criteria.
