While governments don't make board level decisions, they do set policy and frameworks and can incentivise companies in a number of ways. The only childish thing here is believing government has no levers it can pull to move the needle on decision making.
Wage costs are only one component of any business. A simpleton's mistake would be to assume that is the only driver for long term investment.
