Even if the neverwozzers have secured a drill rig,what other additional imposts will/may be imposed as a condition to drill will be made?. Standby rigs,just for starters,when WPL offered one of its rigs to drill the relief well,and PTTEP declined,sighting unsuitability,was it realy unsuitable,or just more expensive?
