Not wanting to be a big squib but this "Tender" is an Expression of Interest which is just a fishing trip and would not result in any hard revenue for at least most of 2016.
I also don't see them as Cloud (other than in name) per se. They could provide services around the cloud but traditionally the cloud esp for Govt will need to be tethered to something locally which means a local provider like Fuj or CSC
