has it bottomed this time

seems to like to sneak under $2 then sit there.
The market seems to value it at that price at the moment, i think an upswing is on the cards. With PH starting in a few months , all that cash sitting there (have they disclosed if the cash is getting interest (should be in the range of 100mill alone a year)

Maybe a big dividend to shareholders may shift sentiment, something needs to, it needs to get over $3 again and soon.
IMO it must be one of the most undervalued stocks at the moment.
DYOR but in 6 months i dont think it will be 2 in fron of the price (hopefully not a 1 either)
