$43B is nothing - why don't you calculate in the offset - that number drops quite substantially
population returns to rural areas making use of useful but dormant infrastructure. local economies are boosted. also the strain is taken off cities saving on roads, rail, hospitals, schools etc.
once you look at the bigger picture - $43B is a bargain price - leave it any longer and the price will go much higher
