Has the Chinese government shutdown all graphite production in Shandong?

I've been reading that for environmental reasons all graphite production has been ordered by Chinese authorities to close down in Shandong. This surely would have a positive impact on the price of graphite as supply would take a hit? Also would bode well for non Chinese producers such as LGR as graphite consumers may have to look outside of China.. Thoughts??
