I understand your disappointment over ROW lack of action to address the critical strategic issue of dependence on the PRC, particularly as it's a glaringly obvious problem and has been for some time.
However, in recent months there does seem to be an increasing awareness amongst ROW leaders that this problem must be resolved.
A solution will be found because the consequences of not doing so are too frightening to contemplate -- and HAS, LYC and possibly others (and the entire world) will benefit.
