IMO, the game changer will be if anyone can develop the technology to somewhat standardise the treatment of REE's, allowing for the toll treating of concentrate. There are a couple of research groups around the world working on that (Glencore for one). Then REE mine funding, feasibility, risks and price drivers will be more akin to other commodities.
