I dont think there is a set rule re Pre Operative Licenses.Its a case by case issue.
"Pre operative "is normally applied to doing tests to ensure all components,parts,etc are all working to their standards and specifications before opening day.
Until the LAMP is completed there is nothing to test.
When the IAEA submit their report,that will then be applied to LAMP.
When all the boxes are ticked..then a pre operative License would be issued.
It would then set up the monitoring systems,this could be for 3-6/12 months...once all the boxes remained ticked during that period,the Full Operative License would be granted.
