That article was in april,and Im trying to track down a couple off mentions by NC that all necessary documentations had been completed.
If you read more current reports since the IAEA involvement,it just mentions that until blah blah blah the Pre operative license wont be granted..if not completed by LYC..im sure that would be highlighted by the opposition.
Its not a thing you would leave in your In tray either.:)
