As I read it, depending on which paragraphs you concentrate on, is that they are still analysing both and they will release the findings some time Q1 2015. I do agree the wording can let you imagine all sorts. Maybe Mandurah or HKP could ask FAR for some clarification, I dont have the expertise Im afraid.
