What makes this far, far more significant than banning oxybenzone and octinoxate is that avobenzone is the primary chemical filter that (supposedly) provides UVA protection. Without this chemical ingredient, it is not possible for chemical sunscreen formulations to achieve and claim broad spectrum protection.

You can see in this chart the UV Attenuation range and Peak Absorbance range of the common ingredients. Note: Zinc Oxide is the only one that provides protection across the spectrum alone.
