Hey tricky,
While the land 121 phase 4 project has been listed as a priority, alongside the other 7 projects ready for second pass consideration, obviously nothing will be confirmed, budgeted for or outlined until the WhitePaper, Investment and Capability plans have been finalised. The article is suggesting this may not be until later in the year.
That's my take on it anyway...
