Most of it seems to stem from lack of clear direction from state governments and the displeasure/disagreement staff and customers have shown. Effectively it might be the state govt making the ruling, but the business are copping the flack for it.
The tourist operators are certainly not happy with it as a result of loss income from covid lockdowns
