A smoker can still enter the restaurant because they will have no impact on other patrons health if they are not smoking.
An anti vaxxer can impact the health of others. Don't forget there could be non vaxxed people in there with legitimate reasons not to be vaccinated. Vaccinated people can still catch covid also.
The whole idea of vaccination is to slow the spread down and reduce it's impact on the person. Doesn't mean people still won't get it.
