"binding", so many variances. Not unusual for either party to agree they can withdraw depending on special clauses and if so an agreed compensation, perhaps, not always, the deals never done until the fat lady sings.
2026 Comm Games is still up for sale. The only aggrieved parties are profiteering sports bureaucrats, marketing executives, the athletes are okay they'll probably get a trip somewhere.
