They never would have got to a formal offer, my guess is CE and Co said they wouldnt recommend it and as whoever made the 'offer' didnt want to go hostile they didnt proceed.
I still expect it was just a fireside chat, as I can't believe they would be silly enough to rebuff and take the course of action they did... but then nothing would surprise with this mob
