The target audience is the indigenous community that have suffered below average life expectancies, lower uptake of flu vaccines, above average preventable death rates (including that of the common flu) and many other statistical inferences to do with lesser health. This campaign has nothing to do with the voice.
This particular example is a health campaign, not a political one. If you looked past your own anger at the voice, you would see the two are unrelated.
