HDR-Australian Newspaper comment

In today's "daytrader" column of the "Australian" there was talk of HDR and C4-2. = Verbatem:
"The market is clearly unimpressed- particularly as rumours abound the well will need many millions of dollars more than planned to produce a positive result"

I for one have not heard of this rumour - has any one else? It would be interesting to hear the basis for such statement. I would have thought a leased floating production and storage facility would allow the Chinguetti field to be exploited without such expensive preparations.
Are there any experienced posters who could comment? How about you Olie.
