Ching you are possibly right - Mauratania may not rock the boat until the oil is found and the infrastructure built. After that they can just nationalise it etc.
Then again if they back madman hussein again or become a haven for moslem terrorists then the US may blackban the country.
If HDR is a good deal WPL would snap it up no worries - they have the cash and are looking for acquisitions + the have all the inside knowledge.
Another problem would arise if oil prices fall to the levels some are predicting as I believe that the development costs would be higher than average.
