Number of possibilities aren't there.

Could be, (as muddoctor suggested), to ensure the measurement while drilling tool is closer to the bit while in the objective zone; could be (as sailorgirl suggested) they want to change the bit due to the formation changing to oil filled sands; could be a drilling problem; could be...

Anyway, didn't appear to be any significant insider buying today so that suggests that progress wasn't as fast as might have been hoped.

A thought though, HDR gets one piece of info as at a certain time, WPL uses updated info a slight time later, ROC has still later info. This doesn't appear to me to be a blackout.

Are the partners actually being given regular updates after all? If so, then we probably can expect to see insider buying/selling this time also.
