I guess, this HE3DA-MOC is more of a first good will MOC towards the Czech to demonstrate the will to cooperate with the locals. Because, if they wouldn´t, if they instead would directly come up with kind of " we (from Australia) and them (e.g. the big Chinese of Germans)" would like to drag money out of your ground, THAT would hamper the czech commitment to the whole thing.
So anyhow, smart move again by KC!
