I am not a TA expert, still learning. As i know, H&S forming must comes with heavy volume buying/selling in the head region, as well as left and right shoulder forming.

ILF is not doing that at the moment, it is more likely to be driven by fundamental, rather than technical.

By the way, ILF is going to announce their funding arrange with their bankers soon this month. Just wait and see what is going to happen.
