    There is no obvious reason for it to fall any further. Cochlear implants have basically a guaranteed demand, given the rates of hearing impairment and the government/health insurance subsidies that pay for the cost of the implant. This makes them highly affordable (almost free) for recipients.

    Furthermore, they will most probably continue to be supported by governments and health insurance agencies as the cost to support an unimplanted person with hearing impairment far outweighs the cost of the implants.

    This market is also very much a growing one, with very little currently being sold in China for instance. I can't see it falling much further without some monumentally bad news.
