If the price does fall further it will indeed be a welcome chance to further increase holdings of COH. There is no reason for the price to stay low.
With respect to points 2 and 3, Cochlear are in fact still in the market. The product recall affects only the implanted component of its newest model (and only the unimplanted stock is being recalled). The speech processor unit still works perfectly well with the implanted component of the previous model, and it will be business as usual in the cochlear implant clinics. Advanced bionics have a poor track record when compared to Cochlear, and I don't see a huge shift of market share in their favour.
Not sure why the brokers have set such a low target price, but I would wager that it is more a reflection of market skittish-ness more than it is a fundamental flaw in Cochlear's business.
