All you would need is two sets of pens – one set in cooler water and another set in wormer water, so they can use the appropriate ones based on medium term forecast. That is how NZK was setting up, until the relocation went pear shaped. I guess govt is currently busy dealing with the Christchurch issue so they have no time/intention to approve the relocation.
