According to those guidelines, the ADR needs to be at least $4.00. As it stands now, we're only at about 3. That aspect doesn't look very promising... I'm wondering whether management or someone has been shorting or selling, so that they can buy the shares back before the listing, generating a buying frenzy, thereby supporting the share price in advance of the listing.
