The permit decision is only 4 weeks away and I think the legal requirements makes any decision timed with that meeting - they could not do it earlier.
The SP should move once the uncertainty of the permit process is completed - 10-12 cents should come well before Christmas. SP has doubled just on the anticipation of the permit and I see it doubling again by the end of the year.
