The $2bn that the government has chipped in is essentially the difference in value of the copper network and associated infrastructure to Telstra on the one hand (as a going concern) and the nbn on the other hand who only want the infrastructure to assist with roll-out of fibre. It is not reasonable that the nbn co. should pay more than what it is worth to them - but it is reasonable for the government to pay the difference - the nbn exists for political reasons and thus the politicians should pay - and they have (or taxpayers - whatever).
