Yeah I agree with you there.
There was a docco on the township discussing the mine some 4-5 years ago now. The town was clearly divided on supporting the project or not. The main factors of influence was as you say. The population was dying off absent the shrimp industry that thrived prior and depression was kicking into those who remained (a number of recent graduates had killed themselves given the lack of future/work).

Heres a population graph over the years.

2018 th population has dropped to 1,365 now

So you can see its a fast drop since 2005.

Nearby towns like Narsaq have been falling in a similar way where 2005 the shrimp really started to disappear.

So Southern Greenland is really feeling a pinch

The other factor was a distinct lack of information on the project. So an informative decision couldnt be made. This wasnt all company related. But as many townsfolk had no access to internet. Other odd statements like some people had thrown away their phones as they were told it contained uranium. All in the docco below.

Given the timelapse since and that the townships economics havent improved. I suspect this mindset of desperation may have grown. I suspect the townsfolk would be less divided and getting pretty desperate for work. Seems to be from what accounts Ive seen.
Ive read the mayor is in support.

"Kommune Kujalleq Mayor Kiista P Isaksen said: “The Kommune has observed the work of GML at Kvanefjeld for many years.“We do not just want to sit with our hands in our lap while others from outside secure contracts with Greenland Minerals.“We would like to participate as soon as possible once Greenland Minerals obtains an exploitation permit.”

The local business community seems keen for it too given the recent MOU signed with GGG and their chairman has made a few statements of a like interest.

"Kujalleq Business Council chairman RC Rasmussen said: “The local business community and workforce has significant potential to participate in supplying labour, services, and supplies to Kvanefjeld.“The Participation Agreement will provide a planning framework to ensure all reasonable opportunities are identified and exploited for the benefit of all parties.”

Heres that docco for anyone who hasnt seen it. Goes over most of what I stated above.
